Tax question Seller owner financing/gifting

Family member A (seller) is selling to family member B (buyer). If family member A wanted to avoid tax penalties, could they gift or owner finance the home to family member/buyer B and buyer B turn around and refinance the home to pay the family member A back? Would this allow A(seller) to get their money without being taxed on it?
