When to do Cost Segregation analysis ? Needs recommendations for engineers.

New investor..need some advice. 

Have 2 SFR homes in Longview Texas. One is LTR and other recently purchased will be a STR. The STR one is 1989 built and needs some Rehab in form of paint, cabinets, appliances, floor, fixtures, water heater etc. I will qualify for REP status based on STR loophole.

Should I do Cost segregation before or after rehab?

Can I do the analysis on my LTR as well this yr in order to use  up the 80% bonus deppreciation allowed for 2023?

If both properties are around 250k  what are the typical cost for the segregation studies.

Please suggest reliable cost segregation engineers that service East Texas.
