CPA wants to see previous tax returns before intro call

Hi Everyone, 

I am currently looking for a CPA with real estate experience.  Please send any recommendations.  I reached out to 2 CPA's and both said they wanted to see my previous returns BEFORE setting up an intro call.  Is this normal?  My goal is to set up a 15 minute intro call to see if the CPA is the right fit. 

The IRS website says not to share any returns when making an inquiry but both CPA's are saying this will help them determine pricing and is more efficient.

Thoughts?  

CPA recommendations also appreciated!
