Legal to require proper care of any pets?

Hello,

I'm trying to learn as much as possible before becoming an investor. Right now I'm learning about renting to people with pets. I feel very strongly about proper animal care. Is it legal to require, for example, no fish tanks smaller than 5 gallons? (If it's just plants or snails that would be fine, but there's not really fish that thrive in under 5g.) Nothing crazier than that.

That is my only example of what I might require at the moment.

@Kevin Sobilo, fair points. I really appreciate you pointing out that there's probably laws in place already, and the likelihood that someone could just bring in a smaller tank without me noticing. Thank you for taking the time to respond, much to think about!
