Legal action Unpaid Tentant dues

Hi 
I had a tenant for whom I paid had to file an eviction. Tenant vacated  without paying more than 3 months of rent. If I had to file a claim against her and she owes me more than 8K dollars I need to get her new home address to file a court claim. I was told we could file a FOIA request with usps to get the same. Can you guide me about that process
