@Robert Los - I am familiar with the process but haven't purchased any Chicago tax liens.  You can do it at the tax sale which @Eudith Vacio mentioned closed registration but also the scavenger hunt which I believe is every 2 years (that also just happened a couple of months ago).

If you search back to some other BP posts there are some bp members who have purchased the tax liens.
