Handicap Parking Enforcement

I have quadplex with an 7 spot parking lot and was asked by a tenant to make one of the spots reserved for handicap vehicles.  I don't have an issue doing so but have a couple questions and looking for anyone's experience or advice.

- Who is responsible for enforcing the rules around the handicap spot?

- Does the lease need to be modified to include language regarding the handicap spot?

- Would the handicap spot affect my property insurance?  If so, how?

State to state, the laws vary, but this is applicable in CA.

Tread carefully, disabled parking is highly regulated and if you change one spot you might have to bring all sorts of things to code. Disabled parking (even in private parking lots) is enforced by the local law enforcement agency. 

If your tenant has mobility issues I would suggest just assigning them a space as reserved and save the permitting hassle of getting approval for changing the parking spaces around. You'll lose the police being able to come write a ticket to a vehicle in the space but you would retain your rights to Private Party Impound.
