Raising funds for an invesment.

Hello every one. I am looking to get more into commercial rental market and go bigger with my portfolio. Currently I have 18 apartments. I Was wondering how raising funds with with the 506c and 506b work with an investor accredited and nonaccredited. I know there ppm agreements etc to that I have to get ahold of. What I am looking is can I start raising funds While I am searching for a commercial building or  find the building first then start raising funds.  The last thing I am wondering if I set up an llc for raising funds does that llc have to be in the same state as the property that I wanted to buy? Can any one give me some guidance what is the best wat to go?
