Bank foreclosure, power stripped from box..loans?

Hey all, we are looking at a home as a flip to Airbnb. Home is on market for $199,000 and has been sitting for months with no offers. We looked at it yesterday and it should pencil well after rehab. However, as we were leaving our agent noticed the meter box was slightly open so he checked it and besides the wasp attack all copper was stripped from box.

Can we still do some type of financing or is there a workaround?
