Advice to find Hard Money or Private Money lender

I need some guidance as to how to find special financing. We are new to this realm and I have been able to find many lenders but none willing to loan on a property with permit flags in CA. Loan will also need to cover costs to remove flags. 

OR a private money lender willing to do a short term loan for the project. 

We are in a tricky spot because of the flags and we need a loan with a smalldown payment as we will have to liquidate some assets and free up the cash from other projects.

Any tips/advice/leads would be greatly appreciated!
