Auction, Quitclaim Deeds

Hi, the issue is, the original property owner died, but before she died she signed the property over to her niece. Her niece then signed the property over to the nursing home her aunt was at. The property has been vacant for years and was sold at an auction to recover outstanding property tax debt.

Recently, someone else has filed a quitclaim deed on the property, but he doesn’t really know what to do because everything seems to be a mess. What does he need to do?
