Refinancing Auction Property in Texas

Hello I am looking into purchasing some auction properties on the courthouse steps with cash and then have a goal of refinancing those properties after they are repaired. With Texas having a right of redemption we found the title companies are not willing to issue a title for a couple of years. Can anyone recommend any lenders or strategies to refinance a property with a sheriff deed?

How do investors flip properties in these situations?
