Cash Out Refi for Rental Property

Hello Everyone,

What is the best option for a good interest rate as well as getting access the most LTV for a cash out refi? I own a rental property in UT but I live in CO so I am not sure if I can claim the cash out refi as 2nd home or if it must be classified as an investment property? As I understand it, a cash out refi on an investment property does not have as good of an interest rate as well as only being able to access 70% LTV. I would appreciate everyone’s thoughts on the best way to handle this. Thanks!
