Prior Military Real Estate Investors

I am in the process of flipping a property and thought it might be a good idea to do a 1031 exchange and VA financing to secure a multi. Lenders have informed me that the VA wants to see prior "property management" experience in order to finance a multi-family. This will be my first rental property, however, I do have experience with property management. What is the extent of experience and how is this verified by the VA? Next, would a 1031 exchange be feasible in the sale of a single-family/purchase of a mult-family? Does "like-kind" infer that a 1031 exchange is only used for single family to single family? Any investors out there that have concurrently exercised these drop that knowledge!
