interest rate reduction refinance loan (IRRRL)

Hello, I would like to refinance my current VA loan under the IRRRL guidelines. I've spoken to USAA and Navy Federal but was told they wouldn't refinance it due to me currently renting it out ( I'm now stationed Overseas). Does anyone have experience with IRRRL or have recommendations on potential lenders I can speak to?
