Best Bank/Co for Private Loan

Hey friends! I'm purchasing a house cash, which is fully depleting my $$ reserve. It needs about $35k in work. I have some 0% APR CCs I can use for some of those expenses, but also need to get a personal loan, ideally for $25,000, that either has an elongated repayment period (5+ years) with no early payment penalties, or will allow a balloon payment. Looking to work on the property for ~3 months and have it sold by EOY.

I'm looking for recommendations for a bank or company that I can apply to for a private loan around $25k that meets the above guidelines. I'm seeing a lot of conflicting info about a bunch of them. My credit score is fine (~730), and I have done one flip that sold and currently own a duplex.
