Refinancing Decisions help

I need help. Need advice so im currently refinancing on my home. I got two options. Current mortgage at 147k at 4.7% . Option 1 . A 20 yr mortgage no pmi with 3.99% or 30 year with 10k out the mortgage rate at 4.6%. Total closing cost 7k
