Refinancing in Texas

Hi BP Family, I am having trouble refinancing a property that I own in Texas. The property is worth about 140k, I currently owe 65k on it. When I attempted to refinance it, I was told that it couldn’t be done. Can anyone help me to understand why this would be the case? If I am not mistaken, this is specific to Texas??? If anyone can recommend a lender that might be of help, I would appreciate it. Thanks,
