Help on finding money under 80k

I am partnering on a rehab with a friend of mine that own the property free and clear the problem we are running into to two fold. The ARV's in the area aren't high enough to get a conventional or hard money loan. And the wholesale price would be too low to whole sale. The rehab has been price at 40k rents in the area are $1200 to $1500 for a two bedroom.

We are establishing an LLC to obtain business credit but this will take some time. Are there any lenders out there that lend under 80k?
