Need advice on taking my equity back out of my properties?

So I have rehabbed and rented 2 properties and have discussed cash out refinancing with several lenders who have all denied my applications due to debt to income ratio. I was under the impression that if they are rented they aren’t really debt. Any advice would be helpful. Thanks
