Buying investment properties with partner

Hello, 

I am trying to buy and investment property with two partners. One partner wants to know if all three of us are buying a house together, if he can still buy a house on the side for himself using the CHFA down payment assistances for first time home buyers? And if we bought an investment property under a business would that help get the down payment assistance?
