Should I make this investment ?

Hello everyone. I want to ask if I should make this deal. So I found a property in the city where I live. The property needs a to be rehabed so the price is 9,500$ for it. The bank I use doesn’t allow a mortgage on the property but I can take a personal loan for 9,500$. So the Principal is 9,500$, loan term is 5 years so 60 payments, APR of 5.5%. I used the bank’s calculator for this loan and the monthly payments are for 180.87$ and the total amount payable is 10,852.20$. The repair costs are 1,400$ kitchen, 2,700$ bedroom, 2,000$ bathroom, 3,200living room or 9,300$ of my own money. Houses near by have been sold from 35,000$ to 50,000$. And a monthly rent I can charge for 360$ and an annual tax will be 50$. In the contract I will request that the tenant pay the utility bills. So let’s say I have a vacancy of 2 months. 360-(180.87+50)=129.13$pm or 1,291.3$ thats a 13.88%ROI Is it worth as a first investment? Across the city the same bedrooms/bathroom houses are around 80,000-100,000$. I use dollars for the simplicity the deal is outside of the us.
