Tucson, Arizona - Cash Out Refinance before 12 months seasoning?

Does anyone know of a commercial lender in Arizona that will let you do a Cash out Refinance in under 12 months of seasoning?  I meet with a Wells Fargo lender but would only do the loan after it was seasoned for 12 months.  This was because their appraiser would take our purchase price under consideration.  If we waited till after 12 months then the appraiser can reset and take the value from what the property is producing which is much much more than what we purchased the property for.

I'd like to free up some cash to keep buying more properties...

Yes, it is a 8-unit mixed use property in Tucson, AZ.
