Help with 100% HELOC at 4.5-5%

Been aggressively looking for a bank or credit unit that does a HELOC product at 100% LTV at an APR of 4.5-5% and Lends in IL. So far the only credit union I have found that offers the product Tower Federal and is pretty much impossible to join unless if you are in the DC area. Any help would be much appreciated.

Success! i found a 100% LTV interest only HELOC that is at prime - 1/4% with a floor at 3.99% that lends nationwide. Cap at 317k

They have a very interesting process of determining the APR, it based primarily off DTI and FICO, but does not at all take into consideration the actual LTV.... pretty wild.
