Buying Loans and Foreclosing on Property??

Hello all,

I recently got off of the phone with on older gentlemen. He told me he would buy the loans of homes and then foreclose on them giving him a clean title. He told me that is how he purchased most of his assets. How is this done? I'm sure there is more to this.
