subsidized loan to build community houses

Is it easier to get subsidized loan to build community houses with LLC. I do not currently have LLC, but I have up to 4 houses including one apartment with 6 units. I will like to apply for subsidized loan to build community houses, so a friend is telling me that forming an LLC will help better to get subsidized loan. What are your thought please? is that true. Need your opinion? What can I do in order to get this loan in Washington State
