Seller Financing Interest Rate

I've been looking into seller financing quite a bit and I see Pace Morby is getting deals with 0% interest. When I Google it, it seems that there's a certain threshold that the interest rate must reach in order for the seller to not be penalized on their taxes.  Just looking for some clarity on this.

    also I can tell people that I get negative interest rates - just because someone says something doesn't mean it's true or the whole story. I have seen people pay $300k for a $200k home because it had lower interest rate...
