Secure Act 2.0 + 529

Curious if there is a way to add extra to Roth IRA via 529 and Secure Act 2.0?

Presume the following:
• Account opened today, fast forward 15 years.
• Contribution of 17k, left to double over said 15 years (low contributions years 1-5, then 17k year 6)
• Goal of 1x rollover to Roth IRA of $35k

Seeing conflicting information around that Roth IRA conversion. The limit is $35k, and yet said rollover would be subject to Roth 401k contribution limits, meaning $6,500+500 catch up.  How can one get 35k moved if conversion is 1x exception, and subject to annual contribution limit?
