HELOC Rates and investment opportunities

Thoughts on using HELOC for downpayments on new investment properties? Also would asking for 25K @1.5% interest be better than asking for 70K at 6.1% interest or is it better to ask for the higher amount incase a good investment opportunity comes up??

@Corby Goade thank you for your response yes makes sense.  Heloc would be on a personal home so I tend to be a bit more cautions on that :)
