Cash Out of Investment Property Equity - HELOC

Anyone know an institution that will allow a HELOC on an investment property that already has a mortgage? I don't want to cash out refinance and lose my currently low interest rate of 4.5% on the property due to refinance just to get some cash out. Or, anyone know who will do a 2nd mortgage on an investment property? It's a condo. RFCU said they won't do it on a condo, for whatever reason.
