Help me understand exactly

Price: $3,300,000
Building Type: 2x Commercial Multi Family Buildings
My opinion of Neighborhood grade: B+

Property Description: One building is 12 units and the other is 26 units. It is a mix of studios, 1 beds and 2 beds. The current monthly rent is $30,402.00 with 7 vacancies.
Assumable Debt: There is an assumable mortgage of 1.5m at 3.2% over a 20 year amortization. I would present a carry back on some of the equity difference that works for you and see what the seller says. I will need Proof of funds and any real estate that you already own that shows you can qualify for this debt assumption as the seller is requesting that with your LOI. Let me know if you have any questions.

My questions:

Does that mean all I will need $1.8m ?
