appraisal delay new build

We have land in Crestview in the Florida panhandle and are under contract for building a 3/2 spec home. It is a pretty standard home build with minimal upgrades in finishes. We plan on making this home a rental in an area that has very little rentals available. We have landed financing and are stuck on the appraisal process. We have had 3 companies pick it up, and turned the job down. Why would this happen not only once but three times? Is it too hard to evaluate? not enough comps? Thanks in advance!
