Land Contract Balance Owed

Hi, I purchased a home on Land Contract 11years ago for 56,000 and it's a 15 year loan @ 9.5% interest. I have been late alot of times in the past (due to unforseensituations), but have always caught up and paid all my late fees. It has been years since I've had a late payment.So my question is, shouldn't my balance be lower than $53,000. When the Land Contract owner sends the yearly tax information it's always still over $50,000. When I calculated my own schedule I was only owing $20,000 + . I asked him about this several times and he keeps saying because of all the times I was late, but I've paid late fees, which is the only stipulation in my contract. Is what he saying true? I am trying to refinance to fix a few things up and I just don't believe what he is telling me is the truth. Thank you!
