Lenders, who's lienent with borrowers with past forebearances?

Currently, many lenders are looking for potential borrowers to have ended their forbearance period and to have made 3 monthly payments towards that loan or any loan they may have had in forebearance, before entertaining a new loan.

Are there any lenders who have more lenient standards than this? I.e. Lending after all loans are in good standing due to a loan modification or paying off the outstanding balance?
