Financing rental properties under 100K

Hello, I am in Indianapolis and looking to grow my rental properties while also doing some fix and flips.  I have everything set up and approved on the hard money side, but I am finding it difficult to find a lender that will do a first mortgage under 100k on a rental property.  Any information or help would be greatly appreciated.  I have a few rental properties I am looking at now and a bid out on a flip currently.
