I'm not having any success with HELOC Loans.
Every local bank I've applied for always want to refinance my mortgage. No way..I have a great rate. Why can't I just get a HELOC without refinance my home.

@Chris Mason solid explanation! Basically, it's not worth their time to do HELOCs since they're a riskier product for the bank and less profitable overall.
