Can you Refinance and Pre Approve at the same time?

Hi BP. Planning to refinance my primary home and also wanted to get pre approved to buy rental properties OOS. I've spoke to my old loan officer  and said that he can help me refinance and but only pre approve in CA. Do I need to find another lender where I will be investing in to get the pre approval? Can one lender do  both refi ( CA home) and pre approval for OOS investing ? Thanks guys.
