Refinance Issues PLEASE HELP

I am refinancing my home with the existing bank that has my mortgage.

And over the summer we had a hell storm and we filed an insurance claim to have our roof replaced due to hail damage. Our insurance company approved our claim and now we have been waiting on the contractor to replace the roof however due to weather they have not been able to replace the roof yet. When they completed the appraisal for our house they did it “as-is” since the roof hasn’t been replaced. However now our mortgage loan officer saying we can’t continue with the The refinance and tell the roof is replaced. And threatening us that our rate that we had locked will no longer be available. Is there something we can do to satisfy this to get it through underwriting for example make it a condition at closing? Put the funds in escrow since the insurance company already gave us the funds to replace the roof?
