Old Mortgage Rep. Won't Release HUD Loan For Reassignment!

Greetings all. I somehow got stuck with one of the worst mortgage reps. in the world. Guy took forever to do basic tasks associated with a buyer's loan I gave him (I'm selling a rehab to a buyer and sent her to him for the loan). I made the mistake of assuming that because my Broker (I'm also a realtor) allowed him to use space in our office for his business that he was great at what he does. Little did I know that I was becoming dissatisfied with his services, so was my Broker and he's no longer working out of our office.

So I brought in a more professional and competent mortgage rep. who I've worked with in the past. The problem is that the old mortgage guy has been promising for 2 weeks to release the loan and has come up with every excuse in the book. I thought I was making progress when I brought my Broker in to deal with him and it seems that he's BS'ing both of us.

My question is what is the procedure for the new lender to force the release so that the loan can be reassigned? I don't think they know because apparently they've never had to deal with this before. Thanks in advance.
