Rebuild Letter and Loan type

Found a home that currently a tenant is living in as a residential home but this property has a commercial zoning to it. I would like to purchase it but 1. the lender is saying the property cannot be financed with a residential loan and has to be a commercial loan and 2. she said that she requires a rebuild letter.

Is there a way I can still get a residential loan for this property and what is a rebuild letter? Should I try reaching out to other lenders?
