Is a refinance into a 5% conventional from a 20% possible?

Hello , I wanted to find out if it is possible to buy a duplex for 20% down (rent out both sides) and then 1 year later refinance into an owner occupy conventional 5% (LTV 95%)(live in one side). Im in NJ and we have conventional loans for 3-5% down owner-occupy. Im analyzing a couple deals and want to see if it is possible.
