HELOC on rental property

I spoke to a lender in the Chicagoland area as I want to take out a HELOC on a rental property that I own outright. I was told that post COVID banks are not doing HELOC's on rental properties. Just want to know if anyone has experienced this situation? Or if there is other financing options available.
