Refinance for Investment Condo in Southern California

Hey BP Member, 

Hope all is well! Does anyone know a bank or credit union that would refinance an investment condo if the balance due is below 200K? I am trying to see if I can take advantage of the current low mortgage but I struggling to find a bank that would help. Any thoughts or ideas is greatly appreciated
