Funding small and medium developments in Opportunity Zones

Two projects coming up...at right....or wrong time.  Best place to look for funding to get a small 10-12 town house project funded (<500K) then late summer a 120 house project (approx 1.5-2M) (In opportunity zone next to a University). Both properties in areas with huge needs for housing for sale and for rent. Both properties free & clear.  Banks only doing SBA funding for foreseeable future.  Looking for sources initial funding then small line of credit to keep rolling.  Private? Stimulus? ........Any advice??
