A question about second home refinancing .

I have a principal residence and apartment as well. The apartment mortgage rate is quite high and I am considering to negotiate a better one . Should the apartment only be treated as rental investment and get mortgage so? What’s best interest rate for second home? I am in WA area.Thank you very much in advance.
