HLOC - Home Equity Line of Credit recommendations

I want to secure a Home Equity Line of Credit just in case we want to move quickly on a property purchase sometime in the next couple of years.  Having the HLOC feels like a stronger position (potentially use it to make a cash offer), than relying on a financing contingency.  We have strong credit.  The HLOC would be on our primary residence that currently has no mortgage.  It is possible that we may never pull a single dollar out, but just want to have it available just in case the exact property we're looking for crosses our path.    For that reason, we can't use a lender that mandates withdraws.   Fixed rate is attractive.  My brother got a fixed rate HLOC a bit back at a crazy good rate, but the place he got it from is now at a much higher rate for fixed.  I've been looking around a lot, but I know a lot of you have lots of different, ever changing sources for lending.  Sometimes the best ones aren't the ones you come up with on a google search.  Does anyone have knowledge of some great options for HLOCs?  TIA
