Using professionals to raise capital

At one of the REI meetings, I heard a term used called "Using professionals to raise capital". Wasn't sure exactly what was meant so am asking the group here to enlighten me as to exactly what this constitutes. Some of my guesses are listed below:

1. Putting together a syndication to pool funds to buy larger properties for investments?

2. Day to day business of using mortgage brokers & loan officers to procure financing?

3. Hiring a professional fund raiser to raise the funds needed to purchase a particular property?

4. Hire a Private Money Lender who raises money for investments from other private money lenders?
