SBA 504 / 7(a) Occupancy - Shared Building

I am curious about the occupancy requirements for the SBA's 504 / 7(a) loan options. One of the requirements states that to qualify one must occupy 51% of the sq/ footage for an existing building. 

We are looking at leasing a suite in a large commercial building and will occupy 100% of the suite, but a small fraction of the overall building. Does the 'existing building' language mean the whole property or the specific suite / area that we would occupy?
