VA home loan with bad (but climbing) credit

I'm based in NYC and am looking to get a 1~2 unit house using a VA home loan. My credit score took a hit after leaving the navy, but it's climbing back up, albeit slowly. Is it recommended to first look for an agent, first look for a lender, wait until my credit score is 650? I've been leaning more towards a lender the last few weeks.
