@Richard Cruz The two main ways to pull equity out of your property are through a cash-out refi and a through a HELOC. Both have their pros and cons. It just depends on how/when you intend to use the money.

And to answer the question in your post title, yes - banks do offer HELOCs on investment properties.  Not all banks do though.  So you'll just have to call around until you find one that does and that will work with your specific situation.
